Maximiliano Martinhão was born in 1971, in Campinas, São Paulo (SP). He is the Secretary of the Secretariat for Informatics Policy (Secretaria de Política de Informática - SEPIN) of the Ministry of Science, Technology, Innovation and Communications (Ministério da Ciência, Técnologia, Inovação e Cultura - MCTIC) since June 2016. He is an engineer of Telecommunications from the National Institute of Telecommunications (Instituto Nacional de Telecomunicações - Inatel) of Santa Rita of Sapucaí, (MG).
He has a Master degree in Management of Telecommunications from University of Strathclyde, in the UK and has a law degree at the Higher Education Institute of Brasilia (IESB). In 2005, he started at the National Agency of Telecommunications (Agência Nacional de Telecomunicações - Anatel) as Specialist on Public Services Regulations. Before working in the Ministry of Telecommunications, he was the General Manager of Certification and Spectrum Engineering at Anatel, where he occupied other manager positions as well as the one of advisory. He also worked as Planning Engineer at Telebrás System and was representative of the Brazilian administration on several national and international forums of telecommunications.
